AEDES, public health consultancy company based in Belgium (www.aedes.be), is looking for experts for the following project opportunity:
Country : Belize
Project: Establish and operationalise a Clinical Data Exchange Platform in line with a set of national standards and regulation which shall promote and support the Belize Health sector strategy, expanding the current health information system infrastructure
Purposes
- The adoption of the international standards identified as well as of any other standards which are deemed essential in the course of this contract implementation, for the development of the Belize e-Health Standardisation and Regulatory Framework (SRF) components, which are to be subsequently applied for the implementation of Platform components. The implementation of Platform components is outside the scope of this Contract.
- The development and implementation of the adopted standards and the development/establishment of specific SRF components (requirements for Platform implementation), including provisions related to the design and operation of Platform components.
- Enablement and establishment of a favourable regulatory environment for further EHealth development in Belize in the short-term (project duration) and beyond.
- The production of Platform design blueprints, schemata, descriptive specifications, and health data dictionaries (HDD)
- The provision of assistance to the Ministry of Health in managing the design stage of the Platform supply contract implementation as well as in managing the quality assurance stage (piloting) of the implemented Platform components.
- The provision of assistance to the Ministry of Health in developing relevant capacities, support the knowledge transfer process and provide training to Ministry of Health specialists.

Key Expert 1: Team Leader, Health Informatics Expert (270 working days) – Category I
The Team Leader (Key Expert 1) will be responsible for overall project management and implementation, including logistical issues, co-ordination with the other experts, and liaison with the Contracting Authority and Beneficiaries. S/he will provide consultations, advice, guidance, and support to the Beneficiary institutions, together with the other experts. S/he will supervise the other experts and ensure the timely delivery and quality control of all outputs.
S/he will be in charge of all reporting tasks, including needs/gap assessments. The Team Leader shall be responsible for the adoption, implementation and development of standards and regulations, and shall have a leading role in generating outputs specified in the scope of Activities-1.1, 1.3 and 1.5. S/he shall provide training and capacity building in relation to these activities and supervise all training and certification courses.
Qualifications and skills
- At least Master’s Degree (University degree) in Computer Science, Information Technology, Health/Medical Informatics, or related fields.
- In the alternative, Bachelors level (University Degree) in these fields with at least 8 years professional working experience in health information systems in addition to the general professional experience set below.
General professional experience
- Minimum of 12 years working experience in the information technology field.
- Experience in information systems related to the health sector.
Specific professional experience
- Minimum of 7 years working experience in the health sector.
- Experience in data modelling and the analysis and development of information system user requirements.
- Experience in reading and interpreting Business Process Mapping and converting same to functional system requirement.
- Experience in supervising and coordinating different participants / entities at the different stages of the design and implementation of IT projects.
- Extensive experience in designing and/or supervising IT infrastructure.
- Participation in projects in developing countries.
- Experience in the drafting of technical specifications.
- Experience in English speaking Caribbean countries is considered an additional advantage.
Key Expert 2: Health Information Technology Expert (190 working days) – Category I
Key Expert 2 shall be responsible for the adoption, implementation and development of HL7 standards and regulation, and shall develop the set of EMD specified in these Terms of Reference. S/he shall assist other experts in developing relevant standards and regulations from the perspective of HL7 standards and technologies. KE2 shall provide training and capacity building in relation to these activities and supervise relevant training and certification courses.
Qualifications and skills
- At least Master’s Degree (University degree) in Computer Science/ Engineering, Information Technology, or related field.
- In the alternative, Bachelors level (University Degree) in these fields with at least 8 years professional working experience in health information systems in addition to the general professional experience set below.
General professional experience
- Minimum of 12 years working experience in the information technology field.
- Experience in information systems related to the health sector.
- Experience in the implementation of HL7 standards.
Specific professional experience
- At least 3, preferably more than 5, years of professional experience in health information systems/software development.
- Experience in data modelling and developing information system user requirements.
- Experience in reading and interpreting Business Process Mapping and converting same to functional system requirement.
- Proficient in the design and implementation of HL7 CDA and FHIR electronic medical documents, with experience in a similar position in at least 3 projects/ assignments in the last 5 years.
- Experience in object-oriented design and development methodologies will be considered an advantage.
- The consultant should have good skills and experience in technical document development and drafting.
Key Expert 3: Database Development Expert (100 working days) – Category II
Key Expert 3 shall be responsible for the transformation of standards and regulations into detailed UML designs for the EHR CDM. S/he shall assist other experts in developing relevant standards and regulations from the perspective of ISO 13940/CDM standards and technologies. KE3 shall provide training and capacity building in relation to these activities and supervise relevant training and certification courses.
Qualifications and skills
- At least Master’s Degree (University degree) in Computer Science/ Engineering, Information Technology, or related field.
- In the alternative, Bachelors level (University Degree) in these fields with at least 8 years professional working experience in information systems in addition to the general professional experience set below.
General professional experience
- Minimum of 7 years working experience in the information technology field.
- Experience in information systems related to the health sector will be considered an advantage.
Specific professional experience
- Experience in data modelling and data model transformation.
- Experience in developing information system user requirements.
- Proficient in object-oriented design and development methodologies.
- Experience in the design and development of databases using Unified Modelling Language (UML) and UML tools.
- Experience in the use of open-source UML tools shall be considered an advantage.
- Experience in the development of object-oriented databases shall be considered an advantage.
- Experience in reading and interpreting Business Process Mapping and converting same to functional system requirement.
- The consultant should have good skills and experience in technical document development and drafting.
Key Expert 4: Medical Data Classification Expert (95 working days) – Category II
Key Expert 4 shall be responsible for the adoption, implementation and development of all medical/health data classification and identification standards and regulation. S/he shall assist other experts in developing relevant standards and regulations from the perspective of data standards, data management and relevant methodologies. KE4 shall provide training and capacity building in relation to these activities and supervise relevant training and certification courses.
Qualifications and skills
- At least Master’s Degree (University degree) in Health/Medical Informatics, Public Health, Biostatistics, Health Services Management or related field.
- In the alternative, Bachelors level (University Degree) in these fields with at least 8 years professional working experience in information systems in addition to the general professional experience set below.
General professional experience
- Minimum of 7 years working experience in the health information technology field or health data management field.
- Experience in health information management, medical statistics, health standardization, or related area;
Specific professional experience
- Experience working at the local and/or national levels on data management, data quality, and use of medical/health data for management and policy.
- At least 5 years of working experience in the implementation of health/ health data standards and clinical terminologies.
- Proficient in the implementation of medical/health data classification standards, including ICD-10, ICD-10 PCS, LOINC, ATC.
- Experience in the implementation of primary care classification, EDQM and SNOMEDCTshall be considered an advantage.
- Participation in projects in developing countries.
- Demonstrated experience in a similar position in at least 2 projects/ assignments in the last 5 years.
